1:21 p.m. GMD and Royal Road. Narcotics Violation. Officer pulled over car for failure to pay traffic fines. A passenger identifying himself as “Tweet” smelled of cannabis and admitted to using it recently. After giving a bag of cannabis to officer, “Tweet” produced four more from his underwear.
