East County residents Sharon and Bruce Kasper brought their Observer along to the island of Bonaire on New Year’s Eve. While in the Caribbean, their daughter, Jacquelyn Kasper, got engaged to Charlie Proulx, of Houston. The proposal began under the sea during a scuba dive and ended on the beach, where Jacquelyn followed a trail of balloons and memorabilia of the couple’s time together that ended with a marriage proposal.
